Dr. O'Neil received her medical degree from the Joe R. & Theresa Lozano Long School of Medicine at UT Health San Antonio in San Antonio, Texas. She completed an internship and residency in general surgery at Novant Health New Hanover Regional Medical Center in Wilmington, North Carolina.
